Gov. Greg Abbott has notified the Texas Legislature that a third special session will begin on Oct. 9. A Sept. 26 letter signed by Abbott and addressed to Lt. Gov. Dan Patrick and House Speaker Dade Phelan, did not indicate the focus of this special session.
